Monsoon Wind Power Project - 600 MW project located in Dak Cheung district of Sekong Province and in Sanxay district of Attapeu Province of southern Lao PDR, about 50 km east of Sekong (Xekong) town. This is first major wind power project in Laos to be finished and operating. Has Commercial Operating Date of August 22, 2025 and may now be exporting output to Vietnam.

Truong Son Wind Power Project - 600 MW project located on the Truong Son mountain range near Lak Sao town in Khamkeut district, Bolikhamxay Province of Lao PDR. 260 MW Phase 1 was finished in September 2025 and may be exporting power to Vietnam soon.

Savan 1 Wind Power Project - 495 MW project located in Phin and Nong districts of Savannakhet Province, Lao PDR. 300 MW Phase 1 is under construction and nearing completion in late 2025. All 48 turbines in the first phase were successfully installed as of November 2025. Full operation with transmission of output to Vietnam is expected to begin in early 2026.

AMI Savannakhet Wind Power Project - is planned to be developed in Sepon District of Savannakhet Province, Lao PDR. At the end of 2025 the proposed project still seems to be in a pre-construction phase.

CGN Wind Power Project Oudom Xay - a 556 MW wind power project is planned to be added to Phase 2 of the CGN solar power project in Oudom Xay Province. Will be the first time both wind and solar power projects in Laos are operating by the same company in the same general area. Also see our web page for info on the new Laos-China 500 kV Transmission Line that may transfer most output from the CGN project to China. As of February 2026, this 500 kV interconnection project has reached 100 percent construction completion and is expected to begin transmitting power in April 2026.

Other wind power projects in Laos are under study with permission of Government of Laos to do research. All are planning for export of electricity output to Vietnam. But Vietnam in early 2026 has limited transmission capacity to import much more power than from (1) Monsoon Wind Power and (2) from Phase 1 of Truong Son Wind Power and (3) from Phase 1 of Savan 1 Wind Power. New construction for projects other than these three may have to wait for Electricity of Vietnam (EVN) to expand its transmission capacity in the area near the Lao border.

Listed below are other pre-construction wind power projects under development in Laos in early 2026:

  1. Phia La (Phila) Wind Power Project in Khamkeut and Xay Champhon districts of Bolikhamxay Province: capacity 500 MW, total capital $1,151 million USD, concession period 25 years.
  2. Ka Long (Kalong) Wind Power Project: capacity 750 MW, investment capital $822 million USD, concession period 25 years.
  3. Pha Khao Wind Power Project in Viengthong District of Bolikhamxay Province: 750 MW capacity, completing development contract.
  4. Nam Tong Wind Power Project in Viengthong and Xay Champhon districts of Bolikhamxay Province: capacity of 750 MW in the contract finalizing stage.
  5. Cha Lo Wind Power Project in Nakai district, Khammouane Province with a capacity of 500 MW in the process of completing development contracts.
  6. Light Wind Power Project In Nakai district, Khammouane province with a capacity of 500 MW in the process of completing development contracts.
  7. Nong Wind Power Project in Nong District of Savannakhet Province has a Project Development Agreement dated 13 February 2025 to develop a 1,200 MW wind power facility on a land area covering 28,500 hectares in two phases. Phase 1 has a capacity of 702 MW and an investment value of about 1,123 billion USD and Phase 2 has a capacity of 498 MW with investment of about 797 million USD. Output would be exported to Vietnam. Unsure if construction has started yet.
  8. Sao Mai Group on 11 February 2026 signed a MOU allowing the Vietnam-based company to survey and study the feasability of a 300 MW wind power project to be located in Nonghet District of Xieng Khouang Province, Lao PDR. The 450 million USD project would export its power output to nearby Vietnam. The project area is located close to the eastern border of Laos, directly adjacent to Ky Son district (Nghe An province). The center of Nong Het district is about 15-20km from Nam Can international border gate by road, creating favorable conditions for transporting equipment, construction and connecting power transmission to Vietnam.
